Feral pigeons are descended from a cliff-nesting bird that never lived in a forest.This single fact explains most of what a city does to them.A ledge on an office block is a cliff to such a bird.It is dry, it is high, and nothing can climb to it.The birds did not adapt to buildings.We built their old home again, by accident, a million times over.That explains the numbers but not the complaints.The trouble people describe is rarely the bird itself.It is the droppings, which are acidic enough to eat stone because a cliff bird never had to keep a nest clean.Cities that took the complaints seriously stopped poisoning and started closing ledges.Netting a cathedral costs more than a season of poison and works for thirty years.Poison removes birds; it does not remove cliffs.The population returns in a year because the habitat never left.Nothing about the birds had to change.

Nobody voted for the width of a railway track.It was decided by a wheelwright and then by everybody else.An early line in the north used a gauge copied from a colliery wagon.The gauge was not chosen for any engineering reason.It was simply the width the carts in that valley already were.Nothing about it was written down at the time.That accident became expensive once a second company laid track beside the first.Goods had to be lifted out of one wagon and into another at every border.The cost of that lifting eventually bought agreement.The agreement, when it came, did not pick the best width.It picked the one already under the most track.Nobody in the room preferred it.Standards are settled this way far more often than by committee, and the winner is usually whatever is hardest to move.A better idea arriving later has to beat the cost of digging up a continent.

A shipping container is eight feet wide for a reason nobody now defends.The reason was a lorry.A trucking company in the 1950s had a fleet built to one road law.Its owner wanted boxes that fitted those lorries and cranes that lifted those boxes.Two of his engineers argued for a wider box and lost.He never intended to design a world.The design escaped the company within a decade.Ports that installed the cranes could only receive that box, and shipping lines that wanted those ports had to build for it.Nothing forced the second port to copy the first, except the price of not copying it.Each new port made the next choice easier and the alternative more expensive.The box is now the unit that world trade is measured in.Ships, cranes, bridges and warehouses were all built to a road law from one American state.Nobody would choose that number today.Nobody can afford to change it either.

Ninety seconds of surgery, and what removing the pain revealed
Surgery was survivable long before it was safe.A skilled surgeon in 1870 could remove a limb in ninety seconds.Speed was the whole of the technique, because there was nothing to stop the pain and nothing to stop the infection.Anaesthesia arrived first, in the 1840s, and it made everything worse.A surgeon who no longer had to hurry operated for an hour instead of a minute.He also opened the abdomen, which nobody had dared before.Deaths from infection therefore rose in exactly the decade when pain was defeated.Longer operations and deeper wounds gave bacteria more of everything they needed.Antiseptic practice closed the gap twenty years later.Carbolic acid on the instruments cut the death rate by two thirds in a single ward.The lesson is older than the technique.An improvement that removes one limit usually reveals the next one, and the next one is often larger.Nobody in 1850 could have named the second limit.

Florence Nightingale is remembered as a nurse.She was, among other things, a statistician.The distinction matters because the second skill is what changed the wards.The hospital she arrived at in 1854 was killing more soldiers than the battle was.Her first reports were ignored.Numbers in a table do not argue.A table asks the reader to do the work.So she drew them.Each wedge of the diagram stood for a month, and the shaded part stood for deaths that a clean ward would have prevented.A minister who would not read forty pages understood the picture in four seconds.The wards were rebuilt within two years.Deaths fell from forty-two per cent to two.The statistics had been true the whole time.What changed was the number of seconds a busy man needed in order to see them.Evidence that cannot be seen quickly is evidence that loses.Nothing about the ward changed before the drawing did.

Writing was not invented to record stories.It was invented to count sheep.The oldest tablets from Uruk are receipts.Ninety per cent of the first written documents list quantities of grain, beer and livestock.The clay was cheap and the mistakes are still legible.Nobody wrote a poem for another six hundred years.Six centuries is a long apprenticeship.During it the marks changed from pictures of things into signs for sounds, because a picture cannot write a name.Names were the first thing accountants needed that pictures could not give them.Nothing about that change was planned by anybody.By then the system could write anything a person could say.Literature arrived as a side effect of an accounting problem.Nobody set out to invent the alphabet.The pattern repeats in every technology afterwards.A tool built for a narrow job grows general only after somebody has spent centuries failing to make it do the narrow job well.

A gap, a name, and three hundred years of refusal
Zero is younger than the wheel by four thousand years.It had to be invented twice.The first zero was a gap.Babylonian scribes left a space to show that a column of their counting was empty, and readers guessed from context.Nobody in Babylon thought of it as a quantity.A gap is not a number.Fifteen centuries later Indian mathematicians gave the gap a name and let it enter the arithmetic itself.Once zero could be added and subtracted, negative numbers followed within a generation.So did the idea of an equation with an unknown in it.Europe resisted the new number for three hundred years after meeting it.Florence banned it in 1299, on the grounds that a symbol meaning nothing could be altered too easily by a dishonest clerk.The ban lasted a lifetime.The objection was practical and it was correct.New tools are refused for good reasons long before they are accepted for better ones.

There is no up in space.So why is north at the top of every map?The honest answer is that Ptolemy put it there.He was working from Alexandria, and the places he knew best lay to the north and west of him.Detail goes at the top of a page because that is where a reader starts.Nothing about the earth required that decision.That accident survived because it was copied.Medieval Europe actually preferred east at the top, towards Jerusalem, and the word orientation still carries that habit.North won when printing arrived and one workshop's plates were copied by everybody else.The convention would be harmless if it stayed a convention.It does not.Studies of readers show that whatever sits at the top of a diagram is judged larger and more important, and world maps are diagrams.A choice made for one man's convenience in Alexandria still shapes what a child thinks a continent is worth.

A month follows the moon and a year follows the sun.What does a week follow?Nothing in the sky has a period of seven days.The number came from a count of the things that moved against the stars: sun, moon and five planets.The Babylonians counted them and stopped counting.Seven wanderers gave seven days one name each.Those names survived the astronomy that produced them.Saturday still carries Saturn and Monday still carries the moon, in languages spoken by people who never used that calendar.The week is the only unit of time that no astronomer would design.Two governments tried to remove it.Revolutionary France ran a ten-day week for twelve years and the Soviet Union a five-day week for two.Neither government was short of power.Both failed for the same reason: a week is not an astronomical fact but an agreement about when everybody rests at once.Break the agreement and nobody can meet anybody.

A seed bank is a bet about which century needs which plant.There are two ways to make the bet.The first is a vault.Svalbard holds a million samples at minus eighteen degrees in a mountain that would stay frozen even if the power failed for a century.Nothing in it changes.That is the point of a vault.The second way is a field.Farmers in the Andes grow four thousand kinds of potato and swap them every season, so the varieties keep meeting new weather and new disease.Everything in it changes.That is the point of a field.Neither method can replace the other, and the reason is time.A frozen seed is a photograph of one year, taken on the day it went into the cold.A living crop is a film that keeps recording, and a film cannot be paused for a century.The two collections are answers to different questions, and a country that keeps only one has answered only one.

Most cities are built on a river they cannot see.The stream is still there, in a pipe, doing the same work.Burying it was the sanitary answer of the nineteenth century.An open channel in a crowded town carried cholera, and covering it saved more lives in a decade than any hospital did.Nobody was wrong to bury it.The decision was right.It stopped being right when the sewage was separated out a century later.A pipe full of clean rainwater is a river with no daylight and no fish, and it floods when the rain is heavy because a pipe has one width forever.A stream can spread.Seoul took the roof off four miles of one in 2005.Summer temperatures beside it fell by three degrees, flood damage downstream fell by more, and the road it replaced turned out not to be missed.Forty cities have copied it since.An answer can be correct and then quietly stop being correct while nobody is looking.

Ten per cent or ninety: the same storm, a different event
Rain that lands on a field walks into the ground.Rain that lands on a city runs.The difference is a number engineers call runoff.A wood sends about ten per cent of a storm downhill; a paved district sends ninety.Nothing about the sky changed.The same storm becomes a different event.The usual reply is a bigger pipe.It works until the storm that beats the design, and every pipe has one, because a pipe is sized for a past century's rain.Bigger pipes also move the flood downstream to somebody with a smaller one.The other reply is to make the city drink.Permeable pavement, planted roofs and a park designed to hold two feet of water for a day cost less than the pipe and fail more gently.A pipe that is overwhelmed delivers a wall of water.A park that is overwhelmed is a wet park.The choice is not between water and no water, but between where it waits.

A search engine paid by advertisers has two customers.Only one of them is you.Advertisers pay and you do not.This does not make the results dishonest.It makes them optimised for a question you did not ask.The clearest test is what happens to a query with no commercial value.Search for a plumber and the page is dense and useful.Search for a poem you half remember and the page is thin.Nobody sells poems, and nobody bids on the word you half remember.A page about a poem cannot be sold to anybody, so nobody built it well.Subscription search engines exist and the comparison is instructive.They are worse at plumbers and better at poems.Nothing about the underlying index is different.Neither engine is trying to hide anything.Each is simply pointed at the customer that pays it.A reader who knows which customer is paying can read either page correctly.The page was never neutral, and neither is any page.

A pocket translator now handles a restaurant order in forty languages.It handles a hospital consent form much less well.Both are called translation and only one is.The gap between those two tasks is where the argument about machine translation lives.Ordering food is a closed problem.A closed problem has a finite list of things a speaker might mean.Consent is open.A patient may be asking about pain, about money, or about whether to tell a daughter.The words are the same in all three cases.No list covers that.Translators who work in hospitals spend most of their time deciding what was actually asked.The deciding is not translation at all, and it is what the room needs.The machine does the other part, which was never the hard part.Nobody markets that half.Every technology looks finished when it is measured on the closed half of its job.The open half is where the professionals stayed.

Sleep is when a day's learning is filed.The filing is not a metaphor.During deep sleep the hippocampus replays the day's sequences to the cortex at about twenty times the original speed.A rat that ran a maze runs it again in its sleep, neuron for neuron.Adults who sleep fewer than six hours report lower satisfaction with their jobs.Wake the animal during those replays and the maze is gone in the morning.Wake it just as often during other stages and the memory survives.The lesson for a student is narrower than the usual advice, and a good deal more inconvenient.It is not that sleep is healthy.It is that the hours after studying are part of the studying, and cutting them cuts the lesson itself.A night spent revising until three deletes a good part of what was revised.Nothing about effort protects the material, and no amount of wanting it does either.The filing has to happen, and it happens on its own timetable.

Why the pavement is the last step and not the first
A city that wants people to walk usually starts by widening the pavement.That is the last step, not the first.People walk when there is somewhere to walk to within about a quarter of an hour.A shop, a school and a doctor within that radius do more for walking than any pavement.Nothing about the surface matters if the destination is four miles away.Those destinations were removed by a rule, not by a preference.Zoning codes written after 1950 separated shops from houses on the grounds that shops were noisy.The separation made a car necessary and then made the road wider and then made the walk unpleasant.Each step was reasonable and the sum was not.Cities that reversed this changed the code before they changed the kerb.A bakery allowed on a residential corner does more than a mile of new paving.The pavement still has to be built.It just cannot be built first, because a beautiful path to nowhere stays empty.

A quiet street is not a street with no cars.It is a street where a car is a guest.Dutch engineers tested this in the 1970s by removing the kerb entirely.With no line between path and road, a driver loses the signal that says the space is his.Speeds fell without a single sign, a camera or a raised hump.The result unsettles two groups at once, and for opposite reasons.Engineers dislike it because it removes the rule they were trained to install.Campaigners dislike it because it looks like a street with no protection at all.Both objections assume that safety comes from separation.In this design it comes from uncertainty, which is an uncomfortable thing to write into a standard.A driver who is not sure whose space it is drives at the speed of somebody who is not sure.The method fails where traffic is heavy, and nobody claims otherwise.Where it works, it works by taking away the very thing everybody wanted to add.

Four devices and one job: the joint between two sentences
Every unit of this book has been about one machine: the joint between two sentences.A joint is invisible when it works, and it works nearly all the time.It becomes visible the moment somebody shuffles the parts.Pronouns hold two sentences together by pointing backwards at something already named.Articles hold them together by marking what has already been introduced.Connectives hold them together by naming the relation: cause, contrast, example.Time words hold them together by fixing an order that cannot run backwards.Four devices, one job.A test can only ask about a joint by breaking one.Order questions break the sequence; insertion questions remove a part; irrelevance questions add one that does not fit.Nothing else is going on in these three types, whatever the passage happens to be about.A reader who repairs joints does not need to know the topic at all.That is why a physicist can solve a passage about medieval trade in ninety seconds.

The habit outlasts the examination.A meeting, a contract and a news report are all held together by the same four devices.A contract that says the party rather than a party has already told you something.Somebody has been defined earlier and you are meant to have read that far.Lawyers read for that word before they read for the money.A news report does the same work with time words.Later, afterwards and following the meeting carry claims about sequence that nobody has to prove.Two events placed in that order are read as cause and effect whether or not anybody said so.This is the last thing the book has to say.Reading is not a matter of knowing more words.It is a matter of noticing the joints that somebody else built and asking whether they hold.Every unit here has been one joint, taken apart on a table.M3-2 puts the tools back and asks you to work at speed.
